Natural Resource GIS Analyst / Programmer (Intermediate)

The Sanborn Map Company is looking to fill a Natural Resource GIS Analyst / Programmer (Intermediate) position.

Joining Sanborn’s winning team! In this role, you will work for Sanborn to provide GIS services in support of Federal agency programs. This role has the need for technical and analytical support with development, streamlining, and implementation of workflows to prepare and process spatially-explicit datasets to support NEPA analysis for vegetation and fuel management projects, National Forest monitoring, National Forest plan revision and amendment, Emergency Action Determinations (EAD), post-fire rapid assessments, fire suppression operations and other emergency activities, development of National Forest Land Management Plans, natural resource monitoring and assessments, and other geospatial analytical support projects. Work shall require scripting in multiple languages including Python, R and JavaScript. Additionally, it will require advanced knowledge of the following software applications: ArcGIS, ArcGIS Online, Google Earth Engine, MS Excel, and related applications.

This position reports to Vallejo, CA - Telework will be considered.

REQUIRED EXPERIENCE

  • BACHELOR’S DEGREE in a Natural Resources related field such as Forestry, Ecology, Wildlife Biology, Soils, Geology, Hydrology, Geography, Earth Science or related degree. Master’s degree a plus.
  • 5 years of intensive and progressive experience in a field requiring extensive use of GIS and related tools.
  • Demonstrated skills using the following software: ESRI GIS products including ArcGIS dashboard, ArcGIS desktop, ArcSDE for Oracle, ArcGIS Pro, AGOL and associated extensions, ArcGIS Server, Collector, Navigator and Explorer for ArcGIS, PL/SQL Developer, and Microsoft Access databases including numerous other related programs running on a client’s Intra/Extranet servers. Advanced knowledge of scripting languages such as R and, Python, Java, SQL, etc.
  • Ability to work within the ArcGIS Online environment; writing custom scripts for modeling in ArcGIS; providing support to the government in making critical decisions regarding appropriate analysis and use of data; ability to conduct geospatial analysis and modeling at multiple spatial scales for natural resource management applications; and awareness of geospatial statistics, especially as they pertain to natural resource management.
  • Experience working with Natural Resource agencies or other public land management agencies

TASKS

  • Support analytical and cartographic needs of regional (and forest-level as needed) interdisciplinary teams in the areas of hydrology, fire and fuels, soils and geology, wildlife, aquatics, botanical resources, engineering, recreation, and range. Must possess expertise in forest-level geospatial information data types, data structure, storage, and management.
  • Create complex, internal and public-facing experience builders, story maps, dashboards, ArcGIS online web maps, and other web-oriented products. High level of expertise in experience builder and story maps required with the ability to embed multiple features and develop high resolution imagery to support these products. High level of expertise in US Forest Service processes for external-facing website development and the region 5 broader-scale monitoring strategy.
  • Extract, compile, evaluate the integrity of nationally, regionally, and locally available datasets like USDA Forest Service Enterprise Data Warehouse, Forest Service Activity Tracking System, Watershed Improvement Tracking System, Fire Return Interval Departure, Surface Water Ambient Monitoring Program (CDFW), CAL FIRE Fire and Resources Assessment Program, among others. Recommend solutions to data errors.
  • Develop and execute geospatial workflows in various scripting languages, including R, Python, and Java. Conduct QA/QC for outputs through validation with ancillary data and collaboration with resource specialists.
  • Extract, compile, and evaluate derived raster products from remote sensing datasets such as imagery and LiDAR. Summarize and utilize these products for use in NEPA project planning, monitoring, and decision support tools such as Interagency Fuel Treatment Decision Support System (IFTDSS), Forest Systems (ForSys), and Planscape.
  • Apply natural resource and geospatial skills to analyze complex resource management challenges and provide the team and management with recommendations.
  • Automation, using scripting languages including Python and R, of multi-scale (i.e., ecoregion subsection, forest and bioregional scale) analysis of bioclimatic, vegetation, wildlife and other natural resource data. In addition, multi-scale summarization of socio- economic data shall also be required.
  • Use cloud-based tools such as Google Earth Engine to process and analyze satellite imagery for use in applications including assessing trends in fire severity and vegetation disturbance and change detection.
  • Gather, process, and develop raster surfaces for modeling ecosystem dynamics, disturbance regimes, time-series analysis and other vegetation analytics.
  • Develop tabular summaries of information contained in geospatial datasets.
  • Develop cartographic products and perform live on-screen presentations to show FS personnel and the public how data sets were created, how to interpret the resultant outputs, and to present preliminary summary statistics.
  • Validate accuracy of datasets.
  • Generate map products that are legible, consistent, and compliant with Section 508 policy.
  • Create internal ArcGIS Online web maps, story maps and dashboards, as well as public facing interactive web maps.
  • Attend meetings and provide supporting map products and explanations to assist with decision making and data exploration.
  • Conduct quality control, implement geospatial data management best practices, and follow GIS project record guidance.
  • Oral and written communication regarding how datasets were generated or what underlying assumptions are implicit to the data.
  • Maintain project information in tracking spreadsheets and disseminated monthly updates to appropriate staff. Participate in meetings with government staff up to two (2) times per week, as scheduled by program manager to review, discuss, and revise project information tracking spreadsheets and any associated deadlines and deliverables.

Salary Range: 58K - 98K Annual
